The State Library of the State Cultural Center of Turkmenistan serves as a scientific and methodological center for all libraries of Turkmenistan. The scientific-methodical department is an integral part of the State Library and, together with other departments, closely supports all the libraries of Turkmenistan in promoting the domestic and foreign policies of the President of Turkmenistan Gurbanguly Berdimuhamedo. Visits to local libraries are organized with specific objectives. A clear example of this is the visits organized in connection with the opening of 141 new libraries in accordance with the decision of the President of Turkmenistan on February 24, 2010 "On the creation of district and city center libraries of the Ministry of Culture and Television and Radio Broadcasting of Turkmenistan". As a result of the visits, the working conditions of the libraries are reviewed on the spot and advice is given on the method. One of the fundamentals of scientific and methodological work is to identify and study the best practices of libraries and to introduce them to library work. The main task of community libraries is to improve the quality of service to readers, to improve the work of preaching. In this regard, in order to support the librarians' services for the readers, the scientific-methodical department of the State Library prepares methodological and methodological-bibliographic manuals and sends them to the provincial and community libraries. In order to determine the level of work of county and community libraries - their successes and shortcomings - their reports, plans are studied and notes, suggestions and cooperation are maintained. The development of regulations and guidelines that regulate library work is an integral part of the scientific and methodological work. A number of regulations prepared on the basis of the Law of Turkmenistan "On Libraries and Library Work" adopted on March 20, 2017, "Regulation on Registration of Library Treasures", "Regulation on Deregistration of Publications from Libraries and Information Collections" and other documents are a clear example of this. These documents are a great impetus for regulating and expanding the work of libraries in Turkmenistan.
